@The Council of Local Authorities for International Relations (CLAIR)
is a juridical foundation jointly established by all local authorities
in Japan. In this regard, CLAIRfs fundamental function is focused on fostering
international exchange and cooperation activities initiated by Japanese
local authorities. Headquartered inTokyo, CLAIR has set up representative offices
in 7 major cities in the world, which include New York, London, Paris, Singapore, Seoul, Sydney and Beijing.
CLAIR Singapore was established in 1990 with the primary aim of promoting
international exchange and cooperation between local authorities in Japan and ASEAN countries. As of now, CLAIR Singapore implements various activities
in the 10 ASEAN countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam), as well as India.
CLAIR Singaporefs main activities could be
summarised as follows:
1) To promote local level exchanges between Japan and ASEAN countries as well as India
2) To support the activities of Japanese
local authorities in ASEAN countries and India
3) To research the local administration
systems, finance systems, and various policies of ASEAN countries as well as India, and disseminate the relevant information.
4) To introduce the local administration systems, finance systems, and various
policies of Japan to ASEAN countries and India.
