Sister city affiliations between ASEAN and Japan
CLAIR supports local governments of ASEAN that wish to conduct the sister city exchanges with Japanese local
governments. If you wish to become a sister city with a Japanese local government, please feel free to consult with CLAIR.
You will need to submit the following documents to us.
1. A letter from your governor at asking for our support.
2. City profile with a list of items describe below:
i) |
Population, area and geographical or topographical outline including access from the nearest international airport. |
ii) |
Industrial, cultural and educational aspects with relevant facilities specified, special historical background if any. |
iii) |
Specifications expected for the Japanese counterpart city or province. |
iv) |
Types of sister-city or province exchange programs desired. |
v) |
Officials or organizations of the province with authority to expedite the sister-city or prefecture matters. |
vi) |
Other related matters |

The first ASEAN-Japan sister city affiliation was established between Philippines Manila (the State of Luzon)
and Yokohama-city in 1965, with 33 successful city exchange secured between ASEAN and Japan. Please click

CLAIR also introduces Japanese local governments wishing to have the sister tie-up with a local governments
