Local Authorities International Cooperation Specialist Dispatch Project
Employees of local authorities (including retirees) who have experience in the field of international
cooperation are registered with the "International Cooperation Human Resources Bank". These volunteers may be
dispatched upon receiving requests from an overseas regional administration to improve technology in the area,
train local personnal and promote friendly cooperative relations between Japanese and foreign local authorities.
There were four specialists dispatched in 2000, five in 2001 and three in 2002. The project has produced
cooperation activities covering a wide variety of fields, including agriculture, environmental preservation,
education, and welfare. For example, a specialist from Ibaraki Prefecture was dispatched to
Myanmar in 2002 to advise on the methods of water purification.
