The Council of Local Authorities for International Relations (CLAIR) was established in July of 1988. It was founded to promote and provide support for local level internationalization in Japan. With its headquarters in Tokyo, CLAIR has seven overseas offices in New York, London, Paris, Singapore, Seoul, Sydney and Beijing.

 

CLAIR Singapore was set up in 1990 to support and promote international activities and friendly relations between local governments in Japan and their counterparts in Singapore and other ASEAN countries. CLAIR Singapore assists with research and study visits as well as with the tours for exchange programmes. We coordinate visits, arrange appointments, and provide background information for many Japanese groups of local governments visiting Singapore, Malaysia and Thailand.

 
 

International Cooperation Activities

We consider it important to provide an opportunity for discussion on issues faced by local government officials and experts of ASEAN countries, and to exchange boundless range of information, opinions and administrative experiences.

 
 

Research & Information

CLAIR Singapore is involved in the study of the administrative systems of ASEAN countries, specifically their local administrative, financial and tax systems. Through our regular newsletters, we provide information on local administrative and financial systems, as well as introduce various prefectures and municipalities in Japan. In the information corner at CLAIR Singapore, there is a collection of reference materials about local authorities in Japan.
